Policy review: BDA unveils 20 measures to boost sci-tech innovation

Beijing Economic and Technological Development Area (BDA, or Beijing E-Town) has released the guidelines, "Several Opinions on Accelerating the Establishment of an International Center for Technology and Innovation and Building a Stronghold of High-end, Precision and Sophisticated Industries in Beijing Economic and Technological Development Area".

These guidelines, known as the "20 Measures for Science and Technology Innovation", encompass 20 specific initiatives focused on enhancing innovation capabilities, invigorating innovation stakeholders, expediting technology transfer, refining the innovation ecosystem, and fostering collaborative innovation through enhanced openness.

The measures set forth a vision for 2025 where a robust innovation system, centered on enterprises and driven by practical applications, is progressively perfected. This system will experience rapid accumulation of innovation resources, substantial improvement in innovation capabilities, and full unleashing of innovation potential. Technological innovation will prominently drive industrial development and urban construction, resulting in valuable intellectual property achievements, breakthroughs in critical core technologies, nurturing of innovative enterprises, and the establishment of a world-class innovation ecosystem. This endeavor positions BDA as a leader in Beijing's technological and industrial innovation landscape.

Focusing on energizing the vitality of innovation stakeholders, the BDA supports the establishment of leading enterprises, open innovation centers, high-level innovation entities, and hardcore innovative companies. It also facilitates the digital and intelligent transformation of enterprises and the robust growth of competitive businesses. It encourages leading enterprises to take the lead in collaborating with universities, research institutions, and small and medium-sized companies to establish innovation centers.  For medium to large key enterprises and specialized and sophisticated "little giant" companies that exceed their annual R&D expenditure growth targets, a support of 20 percent for the exceeding portion will be provided, with a maximum support amount of 3 million yuan (approximately $410,385). Specialized and sophisticated enterprises and unicorn enterprises relocating to the BDA, establishing significant industrial projects within the area, and purchasing R&D equipment exceeding 5 million yuan, will receive a 20 percent funding support based on the total amount of equipment purchased.

To expedite the transformation of scientific and technological achievements, the BDA will undertake activities including the transfer and commercialization of these achievements, fostering seamless collaboration between industry, academia, and research, providing essential support for fundamental industrial technologies, driving groundbreaking technology research and development, and advancing the development of a comprehensive smart city across all scenarios. It will also undertake the following: Implement the "Innovation Growth Program" and "Innovation Partner Program", and provide comprehensive support to innovative projects and service organizations, offering incentives like rent subsidies, loan interest rate subsidies, and talent rewards; advance the establishment of public technology service platforms and pilot plants, including concept verification platform, prototype center, pilot-scale amplification centers, to provide crucial support for the industrialization of innovative achievements. For eligible first-unit (set) projects, the research and development party will receive support of up to 30 percent of the total amount as specified in the contract.

In the commitment to enhancing the innovation ecosystem, comprehensive support networks will be constructed to encompass fiscal funding, technology finance, innovative talent, and intellectual property. It will annually allocate dedicated funds, employing market-driven approaches for equity investments in support of innovation and development for high-tech, high-growth SMEs, while encouraging founding teams to prioritize share buybacks. High-end talents recognized by the BDA are entitled to policy incentives in housing, healthcare, and their children's education. It will encourage innovation entities to build patent pools centered around core technologies and products in the upstream and downstream of the industry chain. It will strengthen the high-quality intellectual property reserve in key technology domains, enhance collaborative utilization and joint protection of patents, and provide financial support for maintenance fees of patents included in the pool.

Focused on deepening open collaborative innovation, ongoing efforts will be made to strengthen international cooperation and foster technological innovation collaboration within the Beijing-Tianjin-Hebei region. It will accelerate the construction of international cooperation zones, intensify efforts to attract topnotch innovation institutions and talents from around the world, encourage businesses to establish offshore innovation hubs in globally intellectual-intensive regions, and deeply integrate into the global technology innovation network and supply chain system. For recognized offshore innovation centers, rewards will be granted based on their introduction of international projects and talent teams. It will speed up technological innovation cooperation within the Beijing-Tianjin-Hebei region, promote seamless technology market integration and cooperation within the region, and preserve the "high-tech enterprises" status for technology companies that relocate within the specified timeframe.
