It is also exploring rules for key areas like information technology security, data privacy protection, and cross-border data flow. Explore the establishment of transaction standards for data rights confirmation, data assets, data services, as well as pricing, settlement, quality certification service systems for data transactions to regulate trading activities. Additionally, efforts are underway to explore and initiate the monitoring of digital trade statistics.

Coordinate the layout of digital industrialization

The focus is on strengthening government procurement of services and collaboration with social capital, with a dedicated effort to enhance the construction level of new infrastructure such as 5G, artificial intelligence, and blockchain. The aim is to create a national demonstration zone for the construction of new infrastructure. Explorations are being carried out for commercial operation models of autonomous vehicles and smart road infrastructure. Proactive steps are being taken to anticipate developments in cutting-edge technologies such as 6G, quantum technology, and neuroscience, with the aim of securing a vantage point in innovation and significantly enhancing the technological innovation capacity of the digital economy.

Boost industries through digital economy advancement

The area is leading the way in establishing a digital economy innovation lab, launching research institute projects, and setting up an international big data trading center. Support is being provided for traditional factories to undergo digital transformation, enhancing the digital capabilities of industrial enterprises. Demonstrations and benchmark factories for intelligent manufacturing applications are under development, with incentives for enterprises adopting new intelligent manufacturing models to apply for Beijing-level and national-level intelligent manufacturing benchmarks, and join the World Economic Forum’s Global Lighthouse Network.

Efforts are being made to support key manufacturing enterprises and "5G+Cloud+AI" enterprises to jointly build industrial cloud platforms, forming an ecosystem for the industrial internet encompassing "terminal, network, cloud, and application". Leading manufacturing enterprises and industrial internet platform enterprises are being encouraged to engage with small and medium-sized enterprises (SMEs) in terms of supply and demand, providing multi-level and diversified services to empower SMEs in their digital transformation.

This aims to enrich service product offerings and promote an upgrade in consumer lifestyles. The digitization of producer services such as R&D design, modern logistics, inspection and testing services, legal services, business consulting, and human resources services is being promoted to enhance the intelligence, networking, and specialization levels of the producer services industry.
