Investment policy

The Beijing Economic-Technological Development Area (BDA) focuses on the factors of production essential for industrial development, including talents, capital, space and labor. It has introduced various policies, such as the "Ten Measures for Talent", the "12 measures for industrial finance", listing support, urban renewal, and strengthening stable employment, set up the Government Investment Guidance Fund, Science and Technology Innovation Fund and Green Development Fund,  to establish a comprehensive, streamlined and efficient policy system for securing common factors of production.

Simplified approval process

Adhering to the principle of minimalist approval, the BDA has spearheaded a series of reform measures, such as one certificate for one industry, notification and commitment system, standardization of industrial land, chief approval officer, joint application for certificates and licenses and multiple addresses under one license to maximize convenience for enterprises and the public.

Precise and human-centric management

The BDA actively enhances its regulatory capacity, focusing on fairness, justice, scientific nature, precision, no unnecessary disruptions, and ubiquity. The goal is to achieve precise regulation, thus continually improving the accessibility of government services for businesses and the public, as well as the extent of policy benefits.

Highly efficient government registration procedures

The BDA has introduced the innovative "Xiaoyi facilitates your procedures" immersive service, promoted the "credit + policy fulfillment" scenarios, and launched a "zero-contact" series of approval services, ensuring a 100 percent online processing rate for all services. Advancing "cross-provincial processing" in collaboration with eight regions -- covering Tianjin Economic-Technological Development Area and Guangzhou Economic-Technological Development District -- the area offers access to 268 government services, further strengthening cross-regional governmental cooperation. This paves the way to deliver policy benefits to businesses, shaping a top-tier business environment.

Flexible land use policy

Beijing E-Town has established a five-tier land supply model that combines various land allocation methods tailored to the specific needs of different industries and enterprises. This model includes "50-year land sale for national strategic projects + 20 years of flexible land sale + lease before sale + State-owned enterprises construction of standard factories + urban renewal of industrial land".

Enhancing service efficiency

The concept of pro-business service has been practised and one-stop government service center has been established. Streamline the processes with a single entrance and one seal, enabling seamless online government service access.

Advance the full online processing of government service matters. A total of 1,426 items can be accessed online, leading the city in online processing rate. Build a digitally-empowered service environment with electronic certificates, electronic seals, electronic archives, material center, and form center, to reduce the paperwork burden for businesses and the public. The district-level service hall adopts a "comprehensive window + entrusted acceptance" service model to provide a "one-stop" service for consultation, acceptance, examination and approval.

At the same time, the BDA has taken the lead in building an international talent service hall, becoming the first in Beijing where foreign nationals can simultaneously process and obtain work and residence permits in a single window.

The BDA has established a three-level linkage mechanism of government service, consisting of district-level government service center, sub-district-level government service centers, and community-level government service stations. The area also established a three-level integrated system to serve enterprises, consisting of district-level government service centers, E-Town Enterprise Service Port and government service centers in enterprise parks. This framework enables a "15-minute government service circle" that extends across the region.

The comprehensive service platform for policy fulfillment was launched in the BDA, taking the lead in Beijing to achieve the "Five Ones" project. The project includes "one-network coverage" of policy information, "one-graphic understanding" of policy promotion, "one-stop access" to government services, "one-click declaration" of policy implementation, and "one-window acceptance" of policy consultation. Furthermore, it incorporates precise policy dissemination, instant access without application, intelligent verification, and ushering in the innovative application of "policy fulfillment + enterprise credit" scenarios.
