On Sept 12, the Beijing Economic-Technological Development Area (Beijing E-Town) released the Several Measures for Promoting High-Quality Development of Foreign-Invested Enterprises in Beijing E-Town (referred to as the New Six Foreign Investment Policies) and the Several Measures for Stabilizing and Improving the Quality of Foreign Trade in E-Town (referred to as the New Eight Foreign Trade Policies). The goal is to have over 2,000 foreign-invested enterprises and more than 15,000 foreign trade enterprises in the area by 2027.
New Six Foreign Investment Policies
The New Six Foreign Investment Policies cover six major areas: promoting innovative development in opening up, supporting diversified layouts for foreign investment, encouraging the enhancement of functions at multinational headquarters, promoting the integration of R&D centers, improving the service quality of international parks, and creating an international business environment.
Among these, "promoting innovative development in opening up" aims to support foreign-invested enterprises in transitioning from a single production base to "advanced manufacturing + regional headquarters + innovation centers," advancing the construction of an international industrial system and accelerating the development of foreign investment projects.
These policies have standardized the reward criteria for foreign investment contributions, offering broader support, greater incentives, and lower thresholds, aiming to help small and medium-sized enterprises expand their contributions and increase the reward ratio for companies in high-tech manufacturing and high-tech service industries.
In terms of R&D center support, in addition to continuing the rewards for the year of recognition, additional rewards are provided based on the total actual paid-in foreign capital and the number of patent achievements. Regarding the construction of international parks, the new policies focus on supporting the optimization of the environment in international parks, including signage upgrades and the organization of international exchange activities.
New Eight Foreign Investment Policies
The New Eight Foreign Investment Policies represent a comprehensive upgrade to the original high-quality foreign trade policies introduced in September 2023. These new policies increase financial support and explore diversified support methods. Six new provisions have been added, including enhancing the level of foreign trade, supporting innovation in service trade, fostering cross-border e-commerce models, and improving the foreign trade service system. These initiatives aim to promote "E-Town Technology," "E-Town Products," and "E-Town Services" on the global stage.
By 2027, Beijing E-Town aims to facilitate the establishment of 10 major landmark foreign investment projects, with approximately 150 new foreign-funded enterprises added annually, bringing the total number of foreign enterprises to over 2,000.
Both the New Six Foreign Investment Policies and the New Eight Foreign Investment Policies are effective from the date of their release.
