To capitalize on opportunities in automotive electrification, intelligence, and connectivity and to focus on developing four major energy industries — new energy storage, clean energy, low-carbon transition, and fusion energy — Beijing E-Town recently released the Ten Measures for the Automotive Industry and the Ten Measures for Future Energy.
Beijing E-Town's automotive industry has formed a high-end automotive industry cluster led by Beijing Mercedes-Benz, and a new energy intelligent connected vehicle industry cluster spearheaded by Xiaomi Auto, BAIC New Energy, and Pony.ai. In the first three quarters of this year, the industry achieved an output value of 226.58 billion yuan ($32.13 billion), marking a year-on-year increase of 13.2 percent, showing strong growth momentum.
The Ten Measures for the Automotive Industry will focus on the actual development and enterprise needs of the area, aiming to drive the automotive industry towards a high-quality development phase characterized by "intelligent manufacturing concentration, innovation leadership, and ecological improvement," and to accelerate the establishment of the "most friendly city for new energy intelligent vehicles."
Beijing E-Town will focus on three directions to elevate the automotive industry: strengthening vehicle brands and enhancing intelligent manufacturing capabilities to build a robust manufacturing city; leading key technological innovations and promoting integration to create an innovative city; and expanding international cooperation and extending the value chain to establish a city strong in culture and consumption. By the end of 2028, the automotive production is expected to exceed 1 million vehicles, with the industry scale reaching 350 billion yuan.
In addition, future energy, as a vital component of future industries, has become a key engine driving economic transformation and energy structure optimization. The introduction of the Ten Measures for Future Energy aims to leverage the collaborative development advantages of high-tech industries in Beijing E-Town. It seeks to transition the future energy industry from spontaneous clustering and localized support to a new trajectory of systematic services, structural upgrades, and disruptive innovation. This will accelerate the development of the area into a national hub for innovative development and a high-end industrial cluster in the future energy sector.
According to the Ten Measures for Future Energy, Beijing E-Town plans to develop a "future energy area" and aims to exceed 50 billion yuan in the scale of the new energy and future energy industries by the end of 2028.
Additionally, substantial financial support will be provided to empower research, development, and innovative applications in future energy technologies. Companies engaged in key core technologies in the future energy sector will receive up to 30 percent support of their annual R&D investment, depending on their development stage.
